Raffle Bulletin
March 25, 2025
This bulletin is to advise all licensed charitable organizations and raffle workers of IMPORTANT AMENDMENTS to the Raffle Terms & Conditions (RTC). The following policies are effective March 25, 2025.
AGLC is committed to continually reviewing policies to increase flexibility and efficiency for stakeholders in running their operations, while maintaining an effective regulatory environment.
The RTC has been fully reviewed and amendments have been made throughout the handbook. The amendments continue to support charitable organizations and reduce regulatory red tape.
The Summary of Key Amendments highlights important policy changes. See the amended RTC for the completed set of updated raffle policies.
Additionally, policy was developed within the Charitable Gaming Policies Handbook (CGPH) to clarify current processes for service clubs and senior citizen residential and extended care facilities:
- Section 3.24 – service clubs may be eligible for a licence to conduct multiple raffles, excluding progressive raffles, within their facility over a two-year period; and
- Section 3.17 – added to clarify the types of raffles and bingos that may be conducted within senior citizen residential and extended care facilities without prior AGLC approval.
The amended RTC can be accessed online. Additional information regarding AGLC's commitment to a modern regulatory environment that supports consumer choice, innovation and economic growth can be found at aglc.ca/modernization.
Please familiarize yourself with the amended policies, update your Raffle Terms & Conditions as required, and ensure all affected staff are notified of the new requirements.
