Before you start, we recommend that you become familiar with the AGLC Liquor Licensee Handbook.
To apply for vlts
Your location must:
- hold a Class ‘A’ Minors Prohibited liquor licence and
- be open and operating.
If you qualify complete and submit the Video Lottery Retailer Application Form.
Submit the completed form by fax to 780-447-8910 or email to retailnetworks@aglc.ca.
As vlts become available you will be contacted to discuss next steps. The remainder of the requirements necessary to operate vlts will be sent at that time. Estimated timelines will vary based on availability.
If you do not have a Class ‘A’ Minors Prohibited liquor licence, please contact the licensing office in your area.
To take over a location with 10 vlts or less
If you are taking over a location with 10 vlts or less and wish to continue operating them, you must complete and submit a:

AGLC will review the request and contact you at the number provided on the form to discuss the next steps. The remainder of the requirements necessary to operate vlts will be sent at that time. To complete the full process, please allow up to 4 weeks minimum.
You must also contact a Liquor Licensing branch in your area to apply for a liquor licence.
To take over a location with 15 vlts or more
A location with 15+ vlts is called a Gaming Entertainment Centre (GEC). These are destination gaming facilities that provide enhanced facility standards and features.
All GEC applicants must go through a thorough Due Diligence investigation process that may take up to six (6) months.

AGLC will review the request and contact you at the number provided on the form to discuss the next steps. The remainder of the requirements necessary to operate vlts will be sent at that time.
A representative from the Due Diligence division will contact you directly.
You must also contact a Liquor Licensing branch in your area to apply for a liquor licence.
I am renovating my location
A “renovation” means the physical improvement to your location that may or may not involve structural changes (i.e. painting, carpet laying, construction, etc.).

I would like to relocate my vlts
A “relocation” means the permanent, physical movement of vlts and/or Supplied Equipment from their current location within the premises to a new location within the same premises.
A “temporary relocation” means the short-term movement of vlts and/or Supplied Equipment to allow for physical improvements such as painting or carpet laying.

Updating my Information
Any changes or updates since the original application, such as:
- Manager and/or on-site contacts;
- Hours of operation;
- Phone number/cell number;
- Email address;
- Shareholder/director;

I need to change my weekly invoice account
To change the Bank Account where the weekly deposits come out, you must submit the following:
- Video Autopay Form,
- Void cheque or equivalent from bank (ie direct deposit form), and a
- Bank Account Verification Form.
Submit the forms via fax to 780-447-8910 or email to retailnetworks@aglc.ca.
Please note all changes must be received and processed the Friday prior to the next invoice date.
Other things to know
Whether you are applying for vlts for the first time or taking over a location with vlts, you will need to submit the forms below -- in addition to a Video Lottery Retailer Application form and/or a Buyer and Seller Notification form. The remaining requirements include:
- Video Lottery Retailer Application Form
- Video Autopay Form
- Void cheque or equivalent from bank (ie direct deposit form)
- Bank Account Verification Form
- Certificate of Insurance Form
- Financial Requirements
- Either a successful Credit Evaluation which requires two (2) years financial statements or
- An Irrevocable Letter of Credit (LOC) in an amount determined by AGLC.
