Table Limit Increases and Promotions Policy Update

This bulletin is to advise all casino facility licensees and registered gaming workers of IMPORTANT AMENDMENTS to the Casino Terms & Conditions and Operating Guidelines (CTCOG). The following policies are effective November 26, 2024.

AGLC is committed to reviewing policies to meet the needs of stakeholders, while maintaining an effective regulatory environment. As a result, policy amendments have been made to Sections 6.9 and 9.2 of the CTCOG:

  • Subsections 6.9.2, 6.9.4, 6.9.7, 6.9.8 and 6.9.9 have been updated to increase table betting limits to $5,000 for Blackjack, Pai Gow Poker, Roulette (Outside), Tile Pai Gow, Craps.
  • Subsection 6.9.3 has been updated to increase the table betting limit for mini baccarat to $5,000 per square and the aggregate limit to $45,000.
  • Subsections 6.9.5 and 6.9.6 have been updated to increase table betting limits to $500 for proposition and bonus bet games.
  • To allow more flexibility in casino promotional activities, key amendments to Section 9.2 include:
    • Subsection 9.2.5 – changes to basic principles clarify what is permitted for promotions and to provide additional options.
      • Restrictions remain on promotions with a draw element or other raffle style structure, requiring the facility to award at minimum one ballot into such a promotion without a requirement of purchase or play upon patron request per draw.
    • Subsection 9.2.7:
      • 9.2.7 a) has been amended to remove the prohibition on the requirement to play in order to participate in a promotion; and
      • 9.2.7 b) has been amended to clarify that non-alcoholic refreshments may be offered as customer service by casinos.
    • Subsection 9.2.8– player rewards programs may now include rating or tracking play. See 9.2.8 for additional details.
    • New Subsection 9.2.9 - AGLC, at its discretion, may require a casino facility licensee to amend or terminate a promotional offering for reasons including, but not limited to, upholding social responsibility or the integrity of gaming.
