Policy Amendments – Consolidation & New Opportunities

This bulletin is to advise all licensed charitable organizations, registered gaming suppliers, and raffle
workers of IMPORTANT AMENDMENTS to the Raffle Terms & Conditions.

The following raffle policies are effective February 2, 2021.

  • In keeping with Government of Alberta red tape reduction initiatives, the following policies have been consolidated into a single Raffle Terms & Conditions, which replaces them:
    • Raffle Terms & Conditions Total Ticket Value (TTV) $20,000 and Less;
    • Raffle Terms & Conditions TTV More than $20,000;
    • Electronic Raffle Handbook (ERH); and
    • Sports Drafts Terms & Conditions.
  • AGLC is creating new opportunities for charities and gaming suppliers by:
    • removing the TTV restrictions for electronic raffle components;
    • introducing limitless progressive raffles (such as Chase the Ace);
    • removing the $20 million maximum TTV for raffles;
    • accommodating electronic raffle systems (ERS) servers to be located anywhere in Canada;
    • providing the option for charities to seed a raffle prize with non‐gaming funds or a non‐gaming donation from a sponsor; and
    • amending other electronic raffle policies to create administrative efficiencies and maximize charitable proceeds.

Please familiarize yourself with the amended policies and ensure all affected staff are notified of the new requirements.
