Video Lottery Terminal Bulletin

This bulletin is to advise all video lottery terminal (VLT) retailers of IMPORTANT AMENDMENTS to the Liquor Licensee Handbook (LLH). The following change is effective November 29, 2024.
AGLC is committed to reviewing policies to meet the needs of stakeholders, while maintaining an effective regulatory environment. As a result, the following policy amendments have been made to Section 10 of the LLH, including:
- Subsections 10.1.1, 10.2.1, and 10.23.1: The addition of E-Keys to policy to reflect the current roll out of the E-Key Initiative, replacing mechanical keys on VLTs, to be completed in 2024/25 fiscal year.
- Subsection 10.2.9: Creating flexibility as to when an application for VLTs can be made (e.g., prior to the issuance of the liquor licence);
- Subsection 10.2.10: Removing the limit of one Class A Minors Prohibited licensed premise per facility for VLT installation to create flexibility in opportunities for retailers where AGLC determines there is a market opportunity;
- Subsection 10.2.12: Removing the network entry limit of terminals where retailers could only receive up to three VLTs for the initial installation;
- Subsection 10.9.4: Lowering the minimum hours of operation for gaming entertainment centres (GEC) retailers from fourteen hours to twelve hours, providing GEC operators with flexibility in the operation of their GEC location;
- Subsections 10.13 and 10.14: Coordination of the $1,250 automatic creation of a cash-out ticket on VLT terminals with the threshold at which VLT retailers have the option to direct a patron to a cross-validation site to redeem their cash-out ticket; and
- Subsection 10.18: The reduction of a minimum of 4.5 metres to three metres between a VLT and the nearest ATM for all retailers. The removal of the requirements for GECs to have:
- at least 60 per cent of floor space outside of the VLT gaming area; and
- three other types of entertainment (e.g. billiards, TV).
