This bulletin is to advise all casino facility licensees and registered gaming workers of IMPORTANT AMENDMENTS to the Casino Terms & Conditions and Operating Guidelines (CTCOG). The following policies are effective June 18, 2024.

AGLC is committed to reviewing policies to meet the needs of stakeholders, while maintaining an effective regulatory environment. As a result, policy amendments have been made to Sections 4.7 and 8 of the CTCOG:

  • Subsection 4.7 and Attachment 4.7 have been amended to provide casino facility licensees the ability to manage access to restricted areas without the requirement for additional AGLC approvals in most cases. This amendment provides casino facility licensees with flexibility and efficiency in the operation of their licensed facilities while balancing risk and maintaining an effective regulatory environment.
  • Subsections 8.1, 8.2, 8.4, 8.11 and 8.12 were updated to align with recent federal regulatory amendments, changes to Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) requirements as well as updated terminology.
    • FINTRAC has updated forms as follows:
      • The Large Cash Transaction Report (LCTR) form (updated in October 2023);
      • Suspicious Transaction Report (STR) form (updated in April 2024);
      • Casino Disbursement Report (CDR) form (scheduled for update in June 2024).

Please familiarize yourself with the amended policies, update your Casino Terms & Conditions and Operating Guidelines as required, and ensure all affected staff are notified of the new requirements.
