REC Policy Amendment – Security Guard and Camera Requirements

This bulletin is to advise all racing entertainment centre (REC) facility licensees and registered gaming workers of IMPORTANT AMENDMENTS to the Racing Entertainment Centre Terms & Conditions and Operating Guidelines. The following policies are effective March 21, 2023.

  • These amended policies include changes that provide industry stakeholders with increased flexibility and efficiency in running their operations:
    • Section 4.1 and 4.5: Amended to accommodate RECs that do not require live monitoring (less than 350 gaming terminals) to have a reduced camera requirement by using 1080p – 360 degree cameras in lieu of PTZ cameras; and
    • Section 5.3: Amended security guard policy requirements to include the following:
    • ensuring minimum security requirements are based on operational demands with a minimum of one security guard on duty while slot operations are active; and
    • permitting a registered gaming worker, employed by the REC facility licensee, to perform the duties of the security guard at public entrances to monitor entry access in the event the security guard is required to leave their station or for break coverage. This change will assist REC facility licensees to ensure all active entrances open to the public have a security guard stationed to ensure entry access and ID provisions are complied with.
