Policy Amendments – RECTCOG Red Tape Review Phase III

REC Bulletin

November 22, 2022

This bulletin is to advise all racing entertainment centre (REC) facility licensees and registered gaming workers of IMPORTANT AMENDMENTS to the Racing Entertainment Centre Terms & Conditions and Operating Guidelines (RECTCOG). The following RECTCOG policies are effective November 22, 2022.

  • In keeping with Government of Alberta red tape reduction initiatives, these amended policies include changes that provide industry stakeholders with increased flexibility and efficiency in running their operations:
    • Section 3 ‐ Facility Requirements, has been amended to:
      • consolidate and streamline basic facility and operating requirements to improve operational efficiencies for the REC facility licensee (e.g., elimination of policy related to specific gaming floor space and slot cage/count room size etc.);
      • clarify licensee requirements regarding construction requirements for specific secured areas (e.g., AGLC server room) and facility renovations; and
      • remove regulatory requirements that are appropriately covered elsewhere in the RECTCOG or are otherwise redundant.
    • Section 4 ‐ Security Standards, has been amended to:
      • modernize terminology (e.g., replacing CCTV with surveillance system and bill counter with currency counter) throughout the section;
      • streamline policy and clarify AGLC's current regulatory and operational requirements (e.g., security and surveillance plans, camera coverage and monitoring, illegal or suspected illegal activities, discrepancy reports and location of height markers); and
      • remove outdated or redundant policy providing REC facility licensees the flexibility to develop procedures that best meet their operational needs (e.g., counterfeit money procedures).
    • Section 10 – Slot Operations, has been amended to include policy regarding the Alberta Progressive Jackpot Receipt Form (Form 6593) to align with policy in the Casino Terms & Conditions and Operating Guidelines (CTCOG).

Please familiarize yourself with the amended policies, update your RECTCOG as required, and ensure all affected staff are notified of the new requirement(s).
