Casino Bulletin

This bulletin is to advise all casino facility licensees and registered gaming workers of IMPORTANT AMENDMENTS to the Casino Terms & Conditions and Operating Guidelines. The following policies are effective January 13, 2026.
These amended policies accommodate the introduction of sportsbook operations at licensed casino facilities in Alberta:
- Section 1 was amended to add new sportsbook-related definitions and hours of operations for sportsbook.
- Section 4 was amended to establish new facility requirements for sportsbook operations:
- 4.2 provides for:
- a dedicates space for sportsbook operations;
- the ability to either establish a sportsbook cashier area or use the existing slot cash cage for sportsbook-related transactions; and
- 4.3 identifies the requirement for casino facility licensees to provide television(s)/monitor(s) for sportsbook operations.
- 4.2 provides for:
- Sections 5.1 and 5.3 were amended to establish security standards, such as security camera requirements, for sportsbook operations.
- Section 8 was amended throughout to accommodate anti-money laundering requirements for sportsbook operations.
- Section 9.3 was amended to address limitations on Winner’s Edge promotions in regard to sportsbook promotions.
- Section 11.2 was amended to provide flexibility for sportsbook duties and responsibilities to be carried out by existing registered gaming workers. The word “slot” in the title was changed to “electronic games” (e.g., electronic games worker, electronic games operator, electronic games supervisor, and electronic games manager). These changes appear throughout policy as applicable. (Note, the definition of an electronic game was also changed in the definitions section to align with this change.)
- Section 19.1 was added to address operational requirements specific to sportsbook operations, including advertising and promotional opportunities, remuneration, and the payment, retention, and destruction of betting slips and credit vouchers.
