November 10, 2025
This bulletin is to advise all bingo facility licensees and registered gaming workers of IMPORTANT AMENDMENTS to the Commercial Bingo Handbook (CBH). The following policies are effective November 10, 2025.
AGLC is committed to reviewing policies to meet the needs of licensees, while maintaining an effective regulatory environment. As a result, policy amendments have been made to Sections 2.1, 5.1, 6.4 and 8.5 of the CBH:
- Subsection 2.1.3 was updated to add a reference to AGLC's Fee Schedule
- Subsections 5.1.12 f) iv) and 8.5.2 d) ii) were amended to allow for Bingo Associations to use a non-gaming float to pay progressive pot cash prizes at the event level. Key amendments include the following:
- Bingo Associations may establish a non-gaming float to pay cash for progressive pot wins to players at the event level.
- Restrictions or limitations on the use of the non-gaming float must be included in the House Rules.
- A log must be maintained for tracking the float transactions with sufficient information (e.g., date and amount of payout, name of progressive pot paid, name, and contact information of winner).
- Reimbursement to the non-gaming float must be made by cheque or bank transfer from the progressive account.
- Subsection 6.4.9 was amended to allow pull ticket sales to commence once the chairperson of the scheduled charity for the event is present.
The amended CBH may be accessed online. Additional information regarding AGLC’s commitment to a modern regulatory environment that supports consumer choice, innovation and economic growth can be found at aglc.ca/modernization.
