Update to U.S. Tariffs

September 2, 2025

The Canada Border Services Agency has provided direction regarding the removal of surtax for Canada-United States-Mexico Agreement (CUSMA) qualifying liquor products.

United States origin liquor products shipped on or after September 1 will no longer be subject to the 25 per cent surtax when accompanied by a CUSMA agreement certificate of origin. Products already on route prior to September 1 continue to be subject to the surtax.

It is the responsibility of the liquor agency to ensure AGLC is in receipt of the CUSMA certificate of origin completed correctly and in full by the US liquor supplier regardless of whether that product does not normally attract customs duty. Forms and instructions for certificates of origin are found on AGLC’s website: Certificates of Origin | AGLC.

Further information can be found in the Customs Notice 25-10: United States Surtax Order (2025-1).

If you have any questions, please contact AGLC at USImports@aglc.ca.
