Casino/REC Bulletin
March 19, 2026
This bulletin is to advise casino and Racing Entertainment Centres (REC) facility licensees of the results of a review of Section 3 of the Casino Terms & Conditions and Operating Guidelines (CTCOG) and the Racing Entertainment Centre Terms & Conditions and Operating Guidelines (RECTCOG).
AGLC has updated the interpretation of Section 3 of the CTCOG and RECTCOG which permits minors to enter or be in a licensed facility. Gaming facilities with a Class A Minors Allowed restaurant are considered to be ‘multiuse’.
Provided the appropriate minors endorsement has been added to a facility licence and/or the premises within a casino or REC:
- Minors are approved to enter licensed casino and REC facilities for the purpose of accessing minors allowed restaurants, event centers and recreational facilities.
- In addition, minors will also be permitted to work in Class A Minors Allowed restaurants within licensed casinos and RECs. Minors must not be involved in the sale or service of alcohol.
Minors are not permitted to work on the casino or REC floor and must be escorted by an adult to and from any Class A Minors Allowed restaurant if they are attending or employed within the restaurant.
The CTCOG and RECTCOG may be accessed online.
