This bulletin is to advise all casino facility licensees and registered gaming workers of IMPORTANT AMENDMENTS to the Casino Terms & Conditions and Operating Guidelines (CTCOG). The following policies are effective June 9, 2026.

AGLC is committed to reviewing policies to meet the needs of stakeholders, while maintaining an effective regulatory environment. As a result, policy amendments have been made to Sections 1, 9 and 10 of the CTCOG:

  • Subsection 1.1 has been amended to add a definition for inducements.
  • Subsection 9.1 has been amended to state casino facility licensees must not advertise or offer inducements on behalf of an iGaming Operator.
  • Subsection 9.2 has been amended to further clarify activities included/not included in promotions.
  • Subsection 9.3 has been amended to specify that AGLC's Winner's Edge Program must not be offered in conjunction with sportsbook operations or iGaming offers or promotions.
  • Subsections 10.1 and 10.2 have been amended to accommodate the ability of casino facility licensees to use or be affiliated with registered iGaming Operators to qualify players for table game tournament play without affecting contributions to charities and to supplement tournament prize money. Facility licensees must ensure valid third-party entries and/or supplemental prize money are provided, including reimbursement of the prize pool.

Please familiarize yourself with the amended policies, update your Casino Terms & Conditions and Operating Guidelines as required, and ensure all affected staff are notified of the new requirements.
